According to the Microsoft's announcement -- any Office 365 subscription plan which includes the full Office desktop applications can also work with the Office Mobile for iPhone. The Following are the Office 365 subscriptions and the device limits for iPhones with Office Mobile installed.
Office 365 Home Premium: Supports up to 5 iPhones with Office Mobile installed
Office 365 Enterprise (E3 and E4): No specific number limit announced by Microsoft
Office 365 Education (A3 and A4): No specific number limit announced by Microsoft
Office 365 Midsize Business: No specific number limit announced by Microsoft
Office 365 ProPlus: Supports up to 5 iPhones with Office Mobile installed
Office 365 Small Business Premium: No specific number limit announced by Microsoft
Office 365 University: Supports up to 2 iPhones with Office Mobile Installed
Office 365 Government plans also include Office Mobile and people with this subscriptions need to sign in with Office 365 subscription on the first run to activate Office Mobile. Additionally, Office 365 trial subscriptions will also activate Office Mobile.
The Subscriptions plans which does not include Office Mobile are: Office 365 Education, Office 365 Small Business and Office 365 Enterprise E1.
